Stephen B. Elkins

Elkins served as a Congressional Delegate for the Territory of New Mexico, Founder and president of the Santa Fe National Bank, President of the Maxwell Land Grant Company, West Virginia Senator, and as the 38th Secretary of War. Elkins was very influential and managed to patent Spanish and Mexican land grants in his name, illegally making him the legitimate heir to large amounts of land protected under the Treaty of Guadalupe Hidalgo.
